Worms, Grasshoppers, and Jungle baits (Buggy, Grubby, and Sluggy) can be found while destroying background objects on the surface (see table below). If the number of bait critters on the map has reached its upper limit, no more will spawn.
Instead of farming loads of bait, I found sonar potions to be of great help. They made 10 or 15 worms last ages, as you can simply pass the bass and other useless stuff and save the bait for the catches you really want.
Worms can also be easily obtained by opening a Can Of Worms. They can be caught with a Bug Net and used as Bait for Fishing , and have 25% bait power. Like most Critters, they can also be released or crafted into a Worm Cage to be used as furniture.
A bait farm is used to gather large amounts of bait before Fishing, by spawning many Critters, some of which will be suitable. With a Water Candle and/or Battle Potion , spawning in general can be increased, including natural spawning of Critters .
Break rocks to collect worms and combine them with fallen stars for extra power. Use a crate potion to catch a few crates and you'll get better bait out of them.
