GTA V is amazingly well-optimised, but there are still a couple of settings I've found which bring the frame rate down. Note my rig is pretty basic and not very fast. Grass Quality is a killer. On Ultra it halves my frame rate in rural areas. Set this to Very High.
My laptop: 2-core i5-4200M (@2,5GHz, hyperthreading, turbo boost), GTX 765M 2GB, 8GB Ram 1600 MHz. On 1600x900 + almost everything on "High" I get: driving in city, high traffic: 35-45 fps - avg 40. on foot in city: 40-50 fps - avg 45. countryside: 50-60 fps. (60 is limit because of vsync)
Check if Bluetooth or location is enabled and turn it off if you haven't. You can try adding more ram if your pc has extra slots for it. This helps more for laptops because integrated gpu use system ram. Check for viruses, they can drastically reduce system performance.
