If you want to convert existing textures from a PC mod you'll first need to extract the mod you downloaded and open the extracted folder in OpenIV, then open the textures ( in the windows version of the game they end with .wtd) you want to export and then click on Export all>PNG.

Recently Rockstar Games updated GTA IV to Grand Theft Auto IV: Complete Edition and now we provide better support for this version: We added ability to view Episodes (The Lost and Damned and The Ballad of Gay Tony) animations and cut scenes when OpenIV work with GTA IV: Complete Edition.

To anyone using the ISO version of the Complete Edition, here's how to inject this mod: Copy your game disc as a game in folder format to your HDD. Replace the files in the folder game as instructed in the mod readme. Create a new ISO from the modded folder.
