If you look closely, it's translucent, like the opacity was lowered to 25% or something. HDR on Windows isn't great. Instead of turning HDR off and back on, I've "fixed" it by adjusting SDR brightness. Settings > System > Display > Use HDR > SDR Content Brightness. Drag the slider up or down by 1.
