When food is available, horses can eat: From placed grain feeders and hay feeders in a 15 block search radius. From placed bales or natural food (ie grass) in a 15 block search radius. Items dropped onto the ground by a player in a 15 block search radius. Items hand-fed by a player.
From what I understand a horse's max speed is .3375 and its lowest speed is .1125 but when I use a command such as- /summon minecraft:horse ~0 ~1 ~0 {Attributes:[{Name:generic.movementSpeed,Base:0.3375}],Type:0,Tame:1,SaddleItem:{id:329}}
Incredibly crude, but you could summon in a horse and then run /effect give @e [type=horse,limit=1,sort=nearest] minecraft:speed 1000000 13 true (and replace 13 with whatever speed you choose).
