Not only the remnants that give direct % chance to drop fractured items, but if you also stack the 300% rarity and 40% quantity remnants and blow up all the runic monsters you can, then when you get a rare monster with the convert-drops-to-fractured it will drop +10 items instead of 2-5.
My advice here is using your fractured fossils or beast splits on logbooks (unless you rather use these for specific blueprints like alt quality gems). Heist: by far the best way to get a huge number of fractured rings. The contracts you need are counter thaumaturgy, lockpicking and deception.

The only alternative to getting them form rares in maps are Expedition Logbooks and look for remnants with "% chance to drop fractured items" or maybe some Heist contracts where chests with Jewellery/Armor/Weapons have a high chance to drop fractured items.
