To contact and request a an email from them personally, head to account recovery on the runescape website, scroll down and click on "contact" us. ETA should say 48hours but they emailed me back in a day.
Only way to reliably contact a human being at Jagex is to use the refund ticket system. Whether you'll get help or just a canned "these tickets are only for refund-related issues" response depends on your luck, tho.
