You can only change the language of Vista if you have Vista Ultimate or Enterprise. With Ultimate, you can download the language packs for free. Just open Windows Update, choose "view available updates", and check the language pack you want.

The display language you select changes the default language used by Windows features, such as Settings and File Explorer. Select Start > Settings > Time & Language > Language . Choose a language from the Windows display language menu, or, under Preferred languages , select Add a language to install the one you want if it isn't listed.
