Can anyone suggest their experiences with the AT&T Wifi extender or the TP-Link router? I am slightly siding with the AT&T extender because the payoff period for the router is more than 2.5 years when compared to the extender.

Complete the required fields and select Save. Good to know: If you don’t see Manage subaccount users, make sure you’re signed in with the primary Member ID email.
Apparently if you purchase an older model 4921 extender from a 3rd party like Amazon or eBay they will work without the $10/month subscription, but they do not support WiFi 6 and will be slower. The newer model 4971 extenders, which do support WiFi 6, will only work if purchased directly from ATT as part of the $10/month subscription.
Use the att gateway downstairs, then just add a simple wireless access point (like UniFi U6 Lite) upstairs. Use same ssid and password on both, with the AP connected to the gateway by Ethernet cable. Extenders are expensive and mesh nodes leave a lot to be desired in performance.

Smart Home Manager on the web. Go to Smart Home Manager. Sign in, if asked; Select Home Network Hardware. Choose Add Wi-Fi extender. Follow the prompts.
I've never had good luck with wifi extenders. The better option, if possible, is to string an ethernet line to you room and add a wifi access point.
