Where'd you get 21TB from? Sounds like a full ISO collection, which would include the dummy data on each disc, which is a lot. If you were putting the games on HDD you would lose the dummy data. Bear in mind there are 2,154 Xbox 360 games according to Wikipedia. Around 600 of those are XBLA titles, which tend to not take up much space.
