Dragons are mobs that are both hostile and tameable. They are the main focus of the Ice and Fire mod. Dragons are massive, bipedal reptiles that have massive, leathery wings, as well as the ability to breathe a special element.
Ice dragons will breath their ice at an active Ice Dragonforge if near one, powering the multi-block structure and allowing it to turn iron ingots into Ice Dragonsteel Ingots. A tamed ice dragon also will try to attack tamed fire dragons and lightning dragons of other players, but not of their owner.
Lightning Dragons spawn in Savannas, Jungles, and Badlands biomes. They spawn both above ground in a Dragon Roost, as well as below ground in their lairs. The roosts and lairs are surrounded by piles of copper. Lightning Dragons sleep during the day, and become active during the night.

Ice dragons will spawn in cold snowy biomes(if you see snow villagers, it should be cold enough). Fire dragons will spawn in any other biomes. I don't know about the y-level, but dragon caves spawn pretty deep.
Try using Blame to check for any mods that might be doing this, and try removing the mods it lists as a best guess to see if that fixes it in a test world setting. Hopefully at least one of those two things helps!
If you have the Voxel map mod, if you dig far enough underground, the map turns black and shows cave outlines, and sometimes a dragon cave if you're lucky. This is what dragon caves look like on the map: Ice Dragon Cave (Voxel map) Fire Dragon Cave (Voxel map) There are 3 sections of the cave which makes it really big.
