Ice dragons will spawn in cold snowy biomes (if you see snow villagers, it should be cold enough). Fire dragons will spawn in any other biomes. I don't know about the y-level, but dragon caves spawn pretty deep. If you don't care about cheating, switch to spectator mode and fly around in the ground till you spot one. 11.
