He commands Joshua to hock or hamstring their horses and burn their chariots. Hamstringing a horse would render that horse incapable of any sort of speed.
Houghing the horses is done by cutting the sinews and arteries of their hinder legs, so that they not only become hopelessly lame, but bleed to death.
When the children of Israel were battling against the people of Canaan, God commanded them to “hough [hock] their horses” and burn their chariots (Joshua 11:6). What was the purpose in this? It seems both cruel and wasteful.

Verse Joshua 11:9. He houghed their horses — The Hebrew word עקר akar, which we render to hough or hamstring, signifies to wound, cut, or lop off.
It comes from the A. S. hoh, and means to cut the ham-strings or back sinews of cattle, so as to disable them and render them utterly unfit for use, since the sinew, once severed, can never be healed again, and as a rule the arteries are cut at the same time, so that the horses bleed to death.
