Hellfire is technically the X-03. It's supposed to be the most advanced power armor made after the war. The X-02 is supposed to be a straight up upgrade to the X-01. A the X-01 is basically just the Advanced Power Armor Mark 1 while X-02 is the Mark 2.

I have picked up two Hellfire armor sets so far (level 21). Both were from Enclave patrols I encountered while questing near The Slog/Sagus Ironworks. They were a massive PITA to take down though, I died quite a bit until I came up with some better tactics.
