It currently says that the great sand shark can be spawned right after killing plantera, by killing 10 regular sand sharks. however, I've been trying for quite a bit, and it hasn't spawned at all. No matter how many times I go back and kill plantera, the shark won't spawn during sandstorms when I kill 10 sand sharks.

No to both questions means you won't see any sand sharks. yes to both means you may need to use battle potion and water candle to help get more of them to spawn. Note that sand shark is only in a desert biome. If your desert area has been changed by other biomes, then you'll see other kinds of sharks.
