The Home Energy Assistance Program (HEAP), Winter Crisis Program (WCP), Summer Crisis Program (SCP), and Percentage of Income Payment Plan (PIPP) clients have 30 days from the date they receive or would reasonably receive their eligibility or benefit notification to appeal decisions.

Consumers may apply for HEAP from July through May by completing an online application at www.energyhelp.ohio.gov or by scheduling an appointment with the local Energy Assistance Provider (community action agency).
PIPP Plus applications may be mailed to the Ohio Department of Development (HEAP Application), however, it is strongly recommended that applications be processed at the local community action agency for immediate results.
