Student finance consists of different components, such as the basic grant, the supplementary grant, the student travel product, the interest bearing loan and the tuition fees loan (for HBO and university only).
The basic grant is a gift if you are in MBO level 1 (‘entrée-opleiding’) or 2. For MBO level 3 or 4, HBO, and university programmes, the basic grant is a ‘performance grant’. This means the basic grant becomes a gift if you obtain your diploma within 10 years.

As far as I know, in most European countries a HBO is recognized as a official higher education institution diploma. For example, Germany has a equivalent named fachhochschule, and in Spain some polythechnic universities are also equal to a HBO diploma.

Log in to My DUO and look at 'Mijn schulden'. Performance grant for MBO 3 and 4, HBO and university. The performance grant is subject to interest from the 1st month you receive it. If you obtain your diploma in time, the interest becomes a gift as well.
