If you are enrolled as a student in university, higher vocational education, or secondary vocational education, you can apply for student finance. You must be a Dutch national or have the same rights. This means non-Dutch can also apply for student finance.
For MBO level 3 or 4, HBO, and university programmes, the basic grant is a ‘performance grant’. This means the basic grant becomes a gift if you obtain your diploma within 10 years. If you do not obtain your diploma within 10 years, you will need to repay the full amount, plus interest.
All students in the Netherlands who are going to study full-time at an officially recognized study program (not a private education or course organization) can borrow money from DUO to study. You can apply for a student loan from DUO.
Higher vocational education (HBO) The 43 HBO institutions in the Netherlands together offer 200 programmes in a wide range of disciplines. They provide theoretical and practical training for occupations for which a higher vocational qualification is either required or useful.
Student finance for students in MBO, HBO and university is funded by the Dutch government. Some components of student finance are grants, others are loans that you have to repay.
I failed a couple of basic classes, so if there's any class or grade requirements to get admitted to an HBO to do a foundation year I probably won't be able to meet them. Since I'm over 21 I should be at least in theory be able to take the colloquium doctum, but right now there's no way I'd be able to pass it.
