Once the fox is in your farm you can manipulate where you want it to go by placing field patches by the fox and then tapping the fox to get it to move away from the field. And yes, fruit bushes and trees help increase the spawn rate, but without the expansion they will very rarely enter your farm.
The fox house is free and can be obtained from the Shop, but the house can only be placed on the snowy area (bottom-right corner) of the sanctuary. When a second fox is added to the sanctuary, an upgraded fox house is obtained from the Shop.
