As others said: ft-65r is a decent radio under $100. If you can save a bit more, the Yaesu ft-60r is worth every penny. It offers a rugged aluminum enclosure, more memory channels, and a far better receiver design. It's been around a long time because it's a proven design that performs very well.
I use a Xiegu G90, with an 8 Ah LiFeSO2 battery, and a homebrew 88' foot doublet antenna. You can see the details here: https://imgur.com/a/TvdQUgO. Radio is about $450, battery about $130 (with charger). Balun $30. Antenna probably around $25 or $30 all told in materials. That leaves you around $360 for hookers and blow out of your $1,000 budget.
