I have the same issue with RX580 from Sapphire. When monitors go to sleep, fans ramp up for a few seconds. But I faced it after full Windows reinstall. So, the answer is... HWiNFO or MSI Afterburner. No, you don't need to configure fan curve. It's enough just to let them monitor GPU sensors.
17 sie 2023 · Update. After many hours of trying and testing solutions we have found that the cause of my problem was due to the amount of Mhz my GPU was drawing. Creating a slight negative offset in Mhz (in my case) within MSI Afterburner likely reduced the power being consumed by the GPU.
