To mine for gems, use Leash to drag a miner to a gem seam, which are shiny blue rocks found near temples. The miner will begin mining the rocks, and after ten minutes or so, a small golden gem will appear hovering over the place where the seam was. Tap the hovering golden gem to receive one gem.

When I leash miners that are working on mines to gem seams, they turn around and go back to their mine after walking to the gem seam. If I use finger of god on a mine, the miner will just build a new mine.
You do get gems (at least on iOS). Occassionally gems spawn around the shiny blobs as you mine them, but it takes a while.
I just got the card to be able to mine gems. Made a mine, put a worker over the gems with the leash tool and he just walked back over regular ground…
Swamp generation is normal for mining gems. Use beautify when you set them on mining and they will last longer.
