Verse 12. - When he maketh inquisition for blood, he remembereth them; rather, for he that maketh inquisition for blood (see Genesis 9:5) remembereth them. God, i.e., the Requirer of blood (Kay), remembers, when he makes his inquisition, those who are oppressed (per. 9), and who seek him (ver. 10).
The LORD is a refuge for the oppressed, a stronghold in times of trouble. Those who know your name trust in you, for you, LORD, have never forsaken.
