I've searched and confirmed that in the Outlook desktop client, you can add animated GIFs to email by using Insert a Picture. See Add graphics to messages in Outlook (microsoft.com).

I insert animated GIF, can see the animation as I add it to the email, but once i send it, the message I receive doesn't have the GIF animating. I also have the advanced setting turned on to play animated GIFs.
