It seems like a super fun game to me and I want to play it so bad. I cannot ask my parents to buy it for me as our financial condition is not so good. Plus 10$ is like a lot in my country. If there is a way to play it for free, please let me know. Thanks!
If you can't buy it now, wait for it to go on sale or buy a Steam Key. It's not impossible to mod the game without Workshop but you won't get best addons and many of those addons will likely be years old and not maintained. You definately won't be able to use multiplayer either.

13 maj 2016 · you cannot get gmod for free anymore. latest free version was gmod 9, and it's not really available nor supported anymore. to get gmod 13 legally, you'll have to buy it or have it gifted to you.
