TLDR : Enabling "Disable fullscreen optimizations" from the exe compatibility settings fixed stuttering in fullscreen for me. I had been running my games in borderless fullscreen all this while, because fullscreen caused stutters even though freesync was on but switching to borderless solved it.

This method works for most games and apps unless they use it to enable other features. The shortcut is also used to switch from full-screen mode to windowed. Keep in mind the Alt + Enter shortcut doesn’t work in web browsers.
