TLDR : Enabling "Disable fullscreen optimizations" from the exe compatibility settings fixed stuttering in fullscreen for me. I had been running my games in borderless fullscreen all this while, because fullscreen caused stutters even though freesync was on but switching to borderless solved it.

Check or uncheck the box next to "Disable FullScreen Optimizations" to enable or disable the feature. Click on "Apply" and then "OK" to save the changes.
25 sie 2019 · Go into Settings > System > Display and make sure the Recommended Screen Resolution is set. Turn off Scaling there, too. Next try holding the Ctrl key while rolling the Mouse forward or back (or tapping the + or - key) which zooms the given screen including Desktop until you can frame it correctly in the Window with object sizes you prefer.
11 sie 2015 · Go to DISPLAY SETTINGS by right clicking screen. Go down to Scale and Layout and click on ADVANCED SCALE SETTINGS . Move "Let Windows try to fix apps so they're not blurry" to OFF.
Fullscreen Optimizations bypass the DWM when the window is fullscreen, so long as nothing else is being drawn on top of it. It combines the fast switching and non-blocking nature of Borderless with the ability to bypass the DWM and disable v-sync, like Fullscreen Exclusive.
