27 kwi 2023 · Launch the Windows 10 Settings app. Now, navigate to System > Display. Scroll down a bit and click on the Graphics Settings link. This will open the Advanced Graphics settings page.
TLDR : Enabling "Disable fullscreen optimizations" from the exe compatibility settings fixed stuttering in fullscreen for me. I had been running my games in borderless fullscreen all this while, because fullscreen caused stutters even though freesync was on but switching to borderless solved it.

22 lis 2019 · All full screen applications being capped at 60 FPS. Here is what I've done: - Disabled GameDVR (both in the settings menu and registry editor) - Disabled Full screen optimizations on exes. - Made sure vsync was on in GPU settings as well as ingame settings. - Updated all drivers.
One such optimization is Fullscreen optimizations, or FullScreen Exclusive (FSE), which was created to give the application or game you are running full control of your desktop and display. If your application or gaming isn't running properly, you can enable or disable Fullscreen optimization.
You go to the game's desktop shortcut or executable (somethingsomething.exe), right click on it, click on properties, go to the Compatibility tab and check the box next to the option Disable fullscreen optimizations towards the bottom of the tab.
