The shortcut has to include the Shift key. When you want to fully maximize the window using the keyboard and mouse you can do so by holding down the Shift key and clicking the Green Maximize/+ button in the browser toolbar. I assigned my shortcut to be Command+Shift+Return and it works like a charm.
