You have to do what Microsoft calls a "custom installation" which is what is more commonly called a "clean install." Microsoft recommended that XP users use "Windows Easy Transfer" to move "files and settings" from an XP computer to a Windows 7 computer.

You can also upgrade to Windows 7 from an older version of Windows. Doing a clean install will wipe all the data off your computer and install Windows 7 as if it's a new computer.
