Most suggest the copy folder --> uninstall --> start install in new location --> close launcher --> copy files to new location --> open launcher method, but when I tried this the launcher would just clear out the directory and start downloading again.

You could try to start the download and almost immediately pause it as the manifest files should be generated first and point them to your backup (as the explained by the link). Then check epic if it recognizes the game, and repeat the procedure to move the game to your preferred location.
