If I remember correctly, in the normal game a cleared cell will respawn after 20 days, in survival mode it takes 80 days for the cell to respawn. You will want to stay away from the cell until it respawns. If you enter the cell, the timer will reset and start over again at day 0.
8 mar 2016 · Also delete the Fallout 4 game folder, if you've installed any mods. steam\steamapps\common\fallout4. Also, don't forget to delete all the ini files in Documents/my games/Fallout4/. After you reinstall the game, run it AT LEAST ONCE with the default Steam launcher.
How To Start FROST: Starting Save files are no longer needed! The old save files from Frost Plus (=Frost+) or from vanilla FROST are no longer needed. Use Frost+ and just click "new game" in the main menu to start FROST.

So every time I load a save all my mods reinitialize again. Quest mods show their starting prompts again and reset, weapons from weapon mods return to their original location and so on. I read in this post that it was something to do with read/write perms.
