The Blacklist Certificate is perhaps the most difficult achievement to get in FNaF 6. I spent way too much time getting this, and all the guides and videos I found never seemed to agree on what you actually need to do to earn this secret cutscene.
With the inherent liability of 3 it is certainly possible to get active animatronics without doing anything, as although its only a 3/50 or 6% chance, there's ~22% chance of getting at least one every day since it checks 4 times.

Audio Lure draws nearby animatronics to wherever it was placed and finally the Silent Ventilation causes the Office temperature to increase slower when the main fan is off.
Between nights, the player will be presented with an animatronic that was found in an alley. The player will be given a choice on whether to salvage the animatronic, or put it back in the alley. Salvaging the animatronic will yield a revenue bonus.
