It's pure RNG. You pick a door, you have a 50/50 shot of picking right. I don't know if the coding determines all of the correct doors at the start or if it decides when you pick it, but it's 50/50 either way, that I'm pretty sure of (it would be a huge dick move otherwise).

These actions can be acquired by completing the quest Treasures and Tribulations, offered by H'loonh in Wineport, Eastern La Noscea. Once learned, players can use the action Decipher on a timeworn map to change it into a treasure map key item. Only one deciphered treasure map of any kind can be in your possession at any given time.
