MithraPride Clock: A timer that you can program to show you when Full and New Moons will next occur, which are the best times for fishing. It adjusts itself for your local time, somehow, which is great if you don't trust your ability to calculate based on JST, PDT, GMT, ETC.
When adding fish or bait, you need to use the exact spelling and capitalization (quoted when spaces are needed) the game uses OR use item IDs. If the bite ID for the fish is unknown it will catch every unknown fish or item (but not monsters), when you get the time warning, until it finds the correct bite ID.

The main tool for editing the 3d Models (which includes the gear) is called Virtual Reality Studio(It costs money ($10 per month) but I know for a fact someone has cracked it so ask around if you want it for free).
Suggested Location: The Knightwell in West Ronfaure (G-10). Both fish bite VERY frequently here, so you should get fast skill ups. Little worms can be bought from Lusiane in Southern San d'Oria for around 3 gil each, making Ronfaure a very convenient location as it is close to a bait vendor.
