I spoke with Apple Support. The iPod Classic is no longer supported by the software, period. Backwards compatibility is not considered and old versions of iTunes are not provided by Apple. In fact, the support personnel are forbidden to provide an older version. They suggest buying a new iPod.

Itunes for windows 10/11 ( NOT THE MICROSOFT STORE VERSION) is the only version that 100% still supports ipods. Try reinstalling it, it will ask you if you wish to install ipod drivers the first time you plug one in. You are required to install these drivers to access the music on the stock firmware (make sure to check the boxes for disk use) 1.
It turns out I downloaded an earlier version of itunes (one from 2018) and everything worked fine and connected without issue. Anybody out there if you can't sync it now (8/2022) try uninstalling and using an earlier version of itunes - worked for me!
I've spent days trying to get my iPod to connect to my new Windows 10 Dell desktop. It would not show up under devices therefore would not show in iTunes. I did everything people suggested and nothing worked. I finally found the fix!
