For a CPU fan for example you could set a ramp (in Bios or in overclocking software) of 0% fan speed at 30 degrees ramping up to 100% fan at 70 degrees C. In theory this might give an optimum quiet fan when the PC is doing light work and fast fan speed when it is pushed hard.

By setting the CPU FAN to Full Speed the temperature stops raising and remains around 47°C even after 90 minutes of gaming. My Vega 56 Strix behaves similarly, temperatures raise until 71°C because the fans only work at 60% of their speed and only spin at 100% when reaching above 80°C then back to 71°C and so on.
1. I've experiencend the same and my fan didn't run at full speed even when I max out cpu usage so I've written a windows driver to control the fan. I suggest to download the RW tool and check the embedded controller for the temperature and speed value.
