My favorite way to free Vic (and one of my favorite things to do in Fallout 2) is to steal all the slavers drugs, guns, etc. Then plant a ticking time bomb in Metzgers pants. Close and lock all the doors in the slavers guild (separating boss room, main room, and front street).
