I've been trying to fix this for weeks. I've uninstalled and reinstalled the game multiple times. Also "verified integrity of game files", it was fine. I've tried launching it through various different means.
28 sty 2022 · ESO has been having the "unable to determine current version" issue since new patch. tried closing it and reopening, running as admin, deleting the program data from launcher, deleting version from launcher, had to redownload stuff, still didn't work but it let me attempt to repair, and after repair still same issue.

The fix is that when you launch the game and see the screen with data files and options, choose to run the game in windowed mode. it will get you to the main menu with New Game and Load but in a small window.
