The console is an in-game tool available to PC players. From the console it is possible, while playing the game, to enter commands that will alter most aspects of gameplay, and it is also possible to obtain detailed information about NPCs, creatures, and other items in the game.

Almost all NPCs and creatures in Oblivion belong to one or more factions. These faction memberships control the dispositions of all NPCs and creatures, both toward you and toward one another. In addition, NPC dialogues can be determined by faction memberships, as can some game scripts.

Factions or guilds are organizations of people with a common goal in Cyrodiil. The Hero of Kvatch can join several of these factions. Upon joining, specific tasks, known as quests can be administered by a higher-up or leading official of the faction.

Console Commands are a debugging tool available to PC players, adding a wide range of functionality to the game. The tilde key ( ~ ` ) toggles the console screen open and closed. On most English language keyboards, it sits below the Escape (esc) key, and just left of the 1 (one) key.
