You can find them in the back of ultra on interchange there is a car and tank battery spawn there, this is just an option as lighthouse maybe better chance but if all hope is gone for those maps try this. The best place I found through my playthroughs was the food bunker at Reserve, the one by the Trainyard.

The 6-STEN-140-M military battery is a large 4x2 slot item that resembles a black/brown box. It can most commonly be found sitting on or near tanks. The OFZ 30x165mm shells can be found throughout the Reserve on tables, shelving and at the rear side of every tank on the map, on the ground.

The batteries have 3 guaranteed spawns on Customs each raid: On the roof of the three-story dorms building; Inside the new gas station; On the second floor of the Scav base (ZB-013 extraction) building; Each location is defended by Scav Raiders.
