In order to resolve this error do the following: When you receive the pop-up to install the .NET Framework 3.5, click on Download and install this feature. Once this is installed, click on Close. You will see the error appear again. Just close the error and start the install process for Epic Online Services. It should complete successfully.

If you have installed Epic Games Launcher on a different drive or folder than the default one, as many developers may have, this one will solve the issue: tldr; Create manually a folder “C:\Program Files (x86)\Epic Games”. Now try to install it, it should work!
