Most games now are compatible with the advanced installation feature, meaning you can install them to a customer folder like c:/xboxgames. If you have not enabled this I would recommend you go to the xbox app settings and set a custom install folder. This will give you access to limited modding capability as you can access this folder.

As far as I remember, you need to go to the game folder, create a folder names Mods, and install any mods you download there. I think they did something with Mods support and the ability to access game folders, but still in beta, so you need to sign up for being an insider to use it.
