Strategies for Teaching English Language Learners . Introduction. English Language Learner (ELL) is an umbrella term to describe students for whom English is not the first language. ELLs are not a homogeneous group, however, and the needs of all students cannot be met by a simple formula.
Some reports portray English language learners as a new and homog- enous population. Actually ELLs are a highly heterogeneous and complex group of students, with diverse gifts, educational needs, backgrounds, lan- guages, and goals.
These properties come together to form a new theory of language learn-ing that views all languages as having the same underlying principles (called Universal Grammar), but difering from each other in the application of difer-ent rules for sentence structure, pronunciation, and word insertion.
