Stat Priority. Hit (17%) Spell Power; Haste; Critical Strike; Intellect; Like other casters shamans also require 17% hit, to always hit bosses. You can take the Elemental Precision talent which gives 3% hit rating. This will lower your hit rating requirement to 14%. Spell power is your primary stat as increasing it gives you the biggest DPS boost.
Elemental Shaman requires 17% of spell hit to always hit the target. 3% can be gained from the Elemental Precision talent, additionally 1% from Heroic Presence. Target debuffs like Misery and Improved Faerie Fire reduce the requirement by another 3%.
