I shared with 2 family members outside the home without any issues with streaming limits. About 3 weeks ago, we got kicked off for reaching streaming limit. I upgraded to 4K so we have UNLIMITED streams inside the main home and 3 streams outside of the home.
YouTube TV allows family sharing up to 6 total accounts. Any of these accounts can be signed in on as many devices as you like (TV, laptop, phone, tablet, etc). Across all 6 of these accounts, your subscription is limited to a maximum of 3 streams at the same time.
I'm sure it all has to do with timing of who started streaming first or something along that lines. Think about your unlimited streams at home as counting as 1 device towards your 3 device limit. So, if your account is using 3 devices outside your home then you won't be able to stream at home.
