Ekko is a lot less gold reliant than yone because most of his power spikes are from his abilities whereas yone's spikes come from his items. If you hit 6 first you will be stronger no matter how much gold he has.
Ekko however has more utility and survivability than Yone, making him more useful than Yone when both are behind. They both have kinda weak early games, though I favor Ekko in a head to head matchup before mythics are finished.
