Flags used by separatists in Kaliningrad based on the flag of East Prussia. Since the early 1990s there has been a proposal for independence of the Kaliningrad Oblast from Russia and the formation of a "fourth Baltic state" by some of the local people.
East Prussia[ Note 1 ] was a province of the Kingdom of Prussia from 1772 to 1829 and again from 1878 (with the Kingdom itself being part of the German Empire from 1871); following World War I it formed part of the Weimar Republic 's Free State of Prussia, until 1945. Its capital city was Königsberg (present-day Kaliningrad).
A Baltic port city, it successively became the capital of the State of the Teutonic Order, the Duchy of Prussia and the provinces of East Prussia and Prussia. Königsberg remained the coronation city of the Prussian monarchy from 1701 onwards, though the capital was Berlin.

Formerly the capital of East Prussia, Kaliningrad was ceded to the Soviet Union in 1945 under the Potsdam agreement.
15 maj 2023 · The Soviet Union’s Red Army captured it from the Germans in April 1945 in one of the last combat operations in East Prussia. After the war, Konigsberg was renamed Kaliningrad in honor of the head of the Soviet Union, Mikhail Kalinin.
