Kaliningrad City Hall is the seat of government in Kaliningrad, Russia. It is located at Victory Square. The building was designed by architect Hanns Hopp in 1923, when the city was known as Königsberg, Germany.
It served as the capital of the united Province of Prussia from 1824 to 1878, when East Prussia was merged with West Prussia. It was also the seat of the Regierungsbezirk Königsberg , an administrative subdivision.
Kaliningrad City Hall was designed by Hanns Hopp and erected 1922-1923 as trade building for the German Eastern Fairs, Deutsche Ostmesse Königsberg. The main fairgrounds were located north of the present Victory Square in close vicinity to the trade building.

A lot of elements of the building, its layout were taken from the Teutonic Order churches. Today, this building is used as a concert hall of the Kaliningrad Regional Philharmonic.
