How do i set up a local MP game? When I press start on either the kyb or 360 controller it only opens and controls one player window. Trying to set up a local game with one person on controller and the other on keyboard.
Both of you need to setup keybindings properly in Main Menu > Settings, setting keyboard controls to Player 3 and 4. One of you hosts the lobby with at least 1 room set to Local, then the host opens Steam Overlay > Friends List > (Right Click desired player) Invite to Play Together.

I think Duck Game handles 2 players per keyboard at most. You'd have to use something like "x360ce.exe" to emulate a gamepad, and bind keyboard keys to it, minding that Windows treats inputs from different keyboards as if it's all from the same keyboard
If you're playing online, Create Game should allow you to set the Players count up to 8. If you use Copy Invite Link or Invite Friends the game will automatically be eight players, and it will zoom out as soon as the 5th player joins.
